House Resolution 166, introduced by Reps. Tom McClintock (R-CA) and Brad Sherman (D-CA), aligns the U.S. with the National Council of Resistance of Iran (NCRI)—the leading pro-democracy opposition to Iran’s theocratic dictatorship. The resolution endorses the NCRI’s Ten-Point Plan, which lays out a roadmap for a secular, democratic Iran free from the grip of the Ayatollahs.
During a congressional hearing on Wednesday, lawmakers did not hold back in their condemnation of the Iranian regime. Rep. McClintock labeled it a “supreme source of misery, injustice, and oppression”, warning that the days of the Islamic Republic are numbered. He even suggested that America may soon be celebrating the liberation of Iran.

Other lawmakers echoed the sentiment. Rep. Lance Gooden affirmed that “the American people stand with you”, expressing confidence in a free Iran in the near future. Rep. Randy Weber declared that “now is the time” for change, pointing out that Iran’s leadership is on its back heels due to internal dissent and regional pressures. Rep. Mario Diaz-Balart called the Iranian government a “pariah, murderous, terrorist regime” and stressed that regime change is a service to humanity.
The NCRI’s president-elect, Maryam Rajavi, addressed lawmakers directly, describing Iran’s rulers as weaker and more fragile than ever. She pointed to the regime’s escalating executions and repression as proof of its growing desperation and made it clear: their downfall is inevitable.
This resolution isn’t just symbolic—it marks a serious shift in U.S. policy toward Iran, reinforcing America’s commitment to halting Iran’s nuclear ambitions and ending its terror sponsorship worldwide. Iran is the world’s leading state sponsor of terrorism, funding and arming Hezbollah, Hamas, and other radical groups to destabilize the Middle East. At home, the regime’s brutality is unmatched—executing over 1,000 prisoners in 2024 alone, a horrific milestone that underscores how desperate Tehran has become to maintain control.
The resolution also calls for greater protection of Iranian dissidents, particularly those at Ashraf 3 camp in Albania, where many former political prisoners now reside. Iran has a long history of assassinating opposition figures abroad, and the U.S. is making it clear that this will not be tolerated.
By endorsing Iran’s resistance movement, Congress is drawing a red line against the Islamic Republic’s tyranny and showing that the Iranian people are not alone. The regime’s days are numbered, and America will be there when freedom finally prevails.
